ABSTRACT
The booklet called “Halet Efendi”, which was written by Mehmet Sadık Paşa, hasn’t been able to mean more than being a short summary of the events of the time instead of being a biography of Mehmet Halet Efendi, who seized the political, financial and administrative powers and became one of the most effective personalities in the Ottoman Government , at the beginning of the 19 th century. The work of Sadık Rıfat Paşa, who was one of the most important representatives of the Turkish intellectual life and one of the architects of the Hatt-i Sharif, doesn’t contain detailed information about Halet Efendi and some of the information in it contradicts with the archive documents of the period. But, because the writer was a contemporary of Halet Efendi for a short period and was a witness of the time, the work has been transferred with the new alphabet and the lacks of it has been tried to be corrected by means of footnotes.
