Abstract
The states in time needed some mechanisms in their domestic law systems that the mechanisms were created for development and protection of human rights in internationally. So the states started to create national human rights institutions that contain certain standards. Aimed with it is prevention of human rights violations and the development and protection of human rights in the country. In order to realize these aims in Turkey, ombudsman and Turkey Human Rights and Equality Institution were established. However, Turkish society’s political culture and understanding of human rights have not been able to make effective enough use of these structures. Also it has emerged that necessary consciousness on human rights has to be established at the soical level and the existing problems of the institutions have to be solved.
