Abstract

Development projects do not affect all section of society in the same way. In other words, all groups of the society have not benefitted from development prac-tices fairly. In this sense, there are two basic groups which include dominating and not attaining to this development instruments (like approachability to actors applying develop-ment such as land, water, statue). Since gender regime, the important factors affecting to participation of development process too, development projects affect to women and men in different ways. Specially in this region where the labor of women is invisible and the patriarchal values are dominant, women are disadvantaged group in terms of the benefits and participation process. The most applications of Southeastern Anatolia project, which has a long history of evaluating and developing water resources, are found in Sanliurfa. The gender regime alienating the women from the society is dominant in the region creates unbalanced relationship on landownership and business. In this social context, where the economic and social inequalities prevail, and different income groups exists, the study has found that the prevailing structure caused obstacles and hindrances in the develop-ment of women as a whole
