Abstract

In the past Turkish belief system , Turkish khans used to take their right of ruling(kut) or their legality directly from the God. But ,according to the numismatic datum, in Hegira 381 /P.C.991-992 Turkish khans recognised the caliphate with using the title of “Mevlâ Emîrü’l-Mü’minîn (slave of caliph). Thus, they began to take the legality from the possition of caliphate between a caliphate and the god, not directly from the God. This situation weakened khans’ absulate power that was over the people. On the other hand, this occasion was the reason of the conflict between bureaucrat-ulema classes which were arised from Islam. This conflict was about to maket he hakaniate collapse. “Kut” lost its meaning on the legal ground at least and left its place to the meanings of “good luck ,good fortune,happiness”
