ABSTRACT
The aims and requirements in language learning have changed in international dimensions in consuquence of globalization movements. The concept of “multilingualism” has been a requirment for each individual. The European Council made new arrangements in this direction and prepared two important sources: Common European Framework and European Language Portfolio. In this study Common European Framework and European Language Portfolio are critically examined by investigating the relevant literature in the context of Foreign Languages Education and Policies in both universal arenas and in Turkey. In particular, the concept of multilingualism held in these source works is discussed; on the other hand, the notion of how to use these sources in the field of Foreign Language Teaching in Turkey is widely discussed.
