Abstract

Migration and social policy rely on a history as old as humanity as two important phenomena that do not separate from each other and complement each other.Although the size of the place where migration begins and ends is different, there is absolutely something about social policy.In the first of these places, while the great deficiency of social policy makes it possible for immigration to occur and to accelerate, in the second one also, the existence of social policy facilitates adaptation and settlement.In this,it is affective that immigration is intertwined with socio-political, socio-economic, socio-psychological and socio-cultural factors. Whereas, in the history, generally, migrations on the purpose of more comfortable and more peaceful life was a matter; in the migrations, which were from the Balkans to Turkey, economic, political, military and religious factors also should be added to these matters.This situation is,in fact, valid for migrations from the Balkans during the Republican period to our country as much as for migrations from the Balkans during the pre-Republican Ottoman period.At this point, it is possible to say that the reasons for the migration from the Balkans to our country during the pre-Republican Ottoman period were; the trigger, the preparator and the accelerator of the migrations made from the Balkans to our country during the Republican period. Whatever the reason for the migration from the Balkans to our country during the Republican era, it is known that it caused to great detriments of humanity.The causes and consequences of these migrations are important for understanding with regards to the history and the experienced of the human profile of our country, especially the human profile that has emigrated from the Balkans.In a broad sense, the social politicy's field of activities and efforts are; to reduce this detriment and to remove trauma, in the heart of migrants.Social policy is not only essential for immigrants, but also for those who left in the abandoned place, and those who are to be together in the migrated place.
