ABSTRACT

After the collapse of the Soviet Union, the US as the only superpower of the new international structure, with in the framework of the new policies, importance to relations with Turkey continued to move. In 1990s, security dimension of the bilateral relations is determined with Defence and Economic Cooperation Agreement (DECA). But some difficulties have emerged in Turkey on the predicted assistance provided by the US.

In this study, these problems that arise relating to DECA and aid during the 1990s and the parties' attitudes toward the problem will be examined chronologically.
